GSA Facilities Contract: overview, scope, how to get one

A GSA facilities contract can cover a broad range of services related to the maintenance and management of federal facilities.

• If your firm provides highly specialized services (e.g., elevator inspection services; HVAC maintenance; maintenance of utility systems), this Schedule probably would be worthy of your consideration.
• If your firm provides a broader range of services, this Schedule also can be ideal.  The Schedule includes many broad, multidisciplinary scope of work areas—such as “Comprehensive Facilities Maintenance,” and “Smart Buildings Systems Integrator.”

Quite some time ago, this Schedule absorbed what had been a separate GSA Schedule for energy efficiency services, such as energy efficiency audits, resource efficiency management services, building commissioning, and a wide variety of other energy services.

The Schedule also covers other areas, such as industrial, aerospace, and marine painting; and dockside services and dry docking.

In all, the GSA Facilities Schedule includes 31 separate scope of work areas, also known as “Special Item Numbers” (yes, “SINs”), sorted into several groups.  A firm seeking a GSA Facilities Schedule contract can include any number of SINs in its proposal.  It is not uncommon for a highly specialized firm to propose one SIN only, and for multidisciplinary firms to propose a dozen or more.

In summary, the GSA Schedule for Facilities Maintenance and Management services covers a broad range of areas.  GSA Schedule contracts are not suitable for all firms; all Schedule contracts have advantages and disadvantages that should be considered.   Click here for a paper on this topic.
